IRGC Tiered Toll System¶

Status: Active IRGC revenue mechanism — Iran charging toll for safe passage through a mined, politically managed Strait of Hormuz.

What Is the IRGC Toll¶

Following the provisional ceasefire and the effective Iranian control of Hormuz navigation, the IRGC (Islamic Revolutionary Guard Corps) has established a tiered toll system for vessel transit:

Key Parameters¶

• Toll rate: ~$1 per barrel of oil
• Per-VLCC cost: ~$2 million per transit (2 million barrel capacity VLCC)
• Transit via: Iranian territorial waters route (standard lanes mined)
• ~90 non-Iranian tankers trapped in the Persian Gulf as of early June 2026 (vs. ~160 in early April)

Causal Chain¶

1. IRGC mines standard shipping lanes in middle of Strait
2. Standard route becomes hazardous → forces vessels to either:
   a. Use Iranian territorial waters route (pay toll)
   b. Attempt dark transit via Omani waters (Project Freedom corridor)
   c. Wait trapped in Gulf
3. IRGC toll becomes self-reinforcing — safer to pay toll than risk mined lanes
4. Toll generates revenue for IRGC, funding ongoing operations

Precedent Risk¶

Brookings Institution warns that allowing Iran to charge a maritime chokepoint toll sets a dangerous precedent:
- Strait of Malacca (20% of global trade)
- Strait of Gibraltar (Mediterranean access)
- Danish Straits (Baltic Sea access)

If toll-charging becomes normalized at Hormuz, other nations controlling strategic chokepoints may emulate the model.
