Stranded Vessels Phenomenon

The Hormuz crisis has left more than 160 vessels stranded in the Middle East Gulf for 100 or more days — with approximately a quarter of mainstream oil tankers that were in the Gulf at the onset of the crisis having managed to leave over the past three months. This creates a physical logistics nightmare that complicates the reopening in ways beyond just the mine clearance timeline.

This means ~75% of the oil tankers present at crisis onset remained, creating a stranded fleet of 160+ vessels requiring:

The Logistics Complication

The stranded vessels add compounding complexity to the phased restart:

  2. Crew fatigue and rotation — crews on 100+ day extensions are fatigued and may need immediate relief, creating a crewing bottleneck

  4. Documentation backlogs — port state control and classification society surveys may be backlogged as ports try to clear the queue of idled vessels

Relationship to Dark Fleet

The dark-fleet phenomenon is related but distinct:
- Dark fleet: vessels deliberately hiding their identity/location to evade sanctions or avoid detection
- Stranded vessels: vessels physically unable to leave due to the closure, regardless of AIS/transparency status

Some of the stranded vessels may have adopted dark fleet procedures (AIS off) during the crisis, but the core issue is physical entrapment, not identity obfuscation.

Relationship to STS Transfer Workaround

The sts-transfer (ship-to-ship transfer) workaround that emerged during the crisis — ~15-20 tankers shuttling oil Gulf of Oman ↔ Fujairah, AIS-dark, ~2.5 mbd currently — is itself a partial solution to the stranded vessel problem: vessels capable of the STS route could leave the Gulf via the southern corridor while stranded vessels await the northern corridor reopening.

Timeline Implications

The stranded vessel problem adds an independent bottleneck to the reopening timeline that is separate from:
- Minesweeping (up to 6 months per Amena Bakr/Kpler)
- War risk premium decline
- Production restart in Gulf states

The clearance of 160+ vessels through port state control, crew rotation, and insurance resolution adds its own timeline that is measured in weeks to months, independent of but concurrent with the other recovery phases.
