- Letter (Friday, July 11) made public: hostilities against Iran resumed on 7 July — opens new 60-day window.

Third Consecutive Night of US Strikes Confirmed¶
- CENTCOM: "These strikes will continue imposing a heavy cost on Iranian forces and degrade their ability to attack innocent civilians and commercial shipping in the strait of Hormuz."
- Targets: coastal defense, missile/drone, maritime sites.
- First combat use of Saronic Corsair sea drones (US autonomous surface vessels).
Blockade Enforcement Begins¶
- US Navy-led Joint Maritime Information Center: enforcement begins Tuesday 4pm ET (July 14).
- "Any vessel suspected of entering or departing the blockaded area without authorisation is subject to interception, diversion and capture. Noncompliant vessels may be legally compelled with force."
- "Neutral transit through the strait of Hormuz heading to or from non-Iranian destinations will not be impeded."
20% Toll — Both Sides Now Claim "Guardian" Status¶
- Trump: US is "GUARDIAN OF THE HORMUZ STRAIT," reimbursed at 20% on all cargo.
- Iran FM Araghchi: "POTUS is absolutely right… Whoever provides secure and safe passage… should be compensated. Iran has always been the GUARDIAN of the Strait and will remain so FOREVER. 20% is of course too much. We will be fair."

Capital Flight from Hormuz¶
- DP World in talks to build a new Fujairah port on the UAE east coast to bypass Hormuz entirely (Kobeissi / FT).
- Container volumes at Jebel Ali down 95% since February.
- DP World official: "Defensive in case things go wrong."
- ADNOC fast-tracking second Fujairah crude pipeline (target 2027).
- UAE Minister: working toward "zero Hormuz dependency" regardless of whether strait reopens.
OPEC Production¶
- Quota-participating OPEC+ crude production rose +1,183 kbpd m/m to 26,177 kbpd in June (highest since February 2026).
- 7 core members agreed (July 5) to cut output by 188 kbpd starting August 2026 — fifth consecutive increment.
Significance¶
This is the day the war went multi-front and multi-domain. The 20% toll's $32M-per-tanker math (2M bbl × $80 × 20%) made it instantly nonviable as a fee structure. Iran's $1/bbl counter-offer (16× cheaper) reframed the US as pirate (Lula: "That used to be called piracy"). Korea's Lehman-tier retail liquidation shows the consumer-credit transmission of the war into Asian equity markets. DP World's Fujairah port is the first concrete capital response. The Bab el-Mandeb opening is the second chokepoint.
